A few days back, media has been awash with stories of child neglect where re known city pastor Franklin Mondo Mugisha of Empowerment Christian Center Church International is accused of donating his sperm to a city babe and later disappeared in thin air.
Sarah Nakuya, the mother of the 11 years boy, went around media houses narrating her sad story. She told everyone how she met Mondo and the exact words he used to get her to bed.
She later said after falling for his sweet words that led her to Mondo’s bed, the flambouyant Pastor only planted a seed in her and refused to take his responsibilities that resulted from those nights of endless pleasure.
However, Sarah is not about to rest. She has threatened to head to court. While talking to the media, Sarah vows to teach Mondo a lesson. She threatens to use the law to acquire enough property for her child from the pastor plus school fees up to University.
However, In such a case, the starting point would be to establish whether the person in context is actually a child. According to the Constitution, the age of majority is 18. Section 2 of The Children Act also defines a child as a person below the age of 18 years. Therefore, Nakuya’s son is a child since he is below the age of 18.
Article 34 (1) of the Constitution provides that all children have a right to be cared for by their parents or those entitled by law to bring them up.
Section 5 of The Children Act imposes a duty on the parent, guardian or any person having custody of the child to maintain that child, so that the child is able to enjoy their rights to education, clothing, medical attention, shelter and many others.
Nakuya reveals that the boy has failed to report back to school because his father, Pastor Mondo, has not fulfilled his obligation.
