They Took Your Job With Fake Papers. Now Govt Is Coming For Them

For years unqualified people drew government salaries. The IGG says it’s time to pay back every shilling.

You studied. You applied. You waited.

And someone else with a fake certificate got the job before you.

For years that has been the quiet anger in Uganda’s public service. A nursing job in a health center. A teaching job in a government school. A clerk’s desk in a district. Taken by someone who was never qualified.

Now the Inspectorate of Government says the waiting is over.

Deputy IGG Dr. Patricia Ochan Okiria has confirmed that the IGG is actively tracking public servants who used forged academic documents to secure government employment.

And this time, it’s not just about losing the job.

Forging academic papers is an act of corruption,” Dr. Okiria said. “Those found guilty will be held accountable and may be required to refund the salaries they earned while occupying positions they were not qualified to hold.”

Translation: Prosecution. And pay back the money.

To the graduate in Arua: You have been home for 3 years with a real degree. You watched your classmate get posted, buy a car, and build. Now you hear their papers were fake. This is for you.

To the parent in Mbale: Your child was taught by a “teacher” who could not explain a simple sum. The school had a name on the payroll. The classroom had no knowledge. Fake papers steal more than jobs. They steal futures.

To the patient in a HC II: The person in the white coat could not read your prescription. Because they were never trained. That is what we are talking about.

Government money is public money. Your taxes. And it has been paying people who lied their way in.

For The Elite: The System Failed Too

Let’s not pretend this is only about the person with the fake paper.

A forged transcript does not appoint itself.

Somewhere there was an HR officer who stamped it. A District Service Commission that interviewed it. A head of department who supervised it for 5 years and never asked questions.

If we only arrest the worker and leave the gatekeepers, we will be here again in 2027.

Three things made this possible:

1. Desperation. Jobs are scarce. When 200 people apply for 1 post, some people decide to cheat. Wrong, but understandable.
2. Weak checks. Why are we still verifying papers with “certified copies” in 2026? Universities can confirm a graduate in 24 hours. We need a direct verification system. No more middlemen.
3. Impunity. Some of these people got promotions. They signed for others. They became the bosses. That sends a message to young civil servants: “Cheating works here.”

What Happens In The Next Months

The IGG says investigations are ongoing. The goal is identification, prosecution, and salary recovery.

That will not be easy. How do you calculate 6 years of salary, allowances, and benefits? Do you seize property? Do you do payment plans? The courts and lawyers will earn from this.

But it must be done.

For this to work and not look like witch-hunting, 3 things must happen:

1. Clear the process. Publish how verification will be done. Give a window for people to resign before arrests start.
2. Punish the enablers. The person who forged, and the person who accepted the forgery. Corruption needs two hands.
3. Lock the door. From now on, no appointment letter is issued without direct confirmation from the awarding institution. Put it in law.

Final Word

They took your job with fake papers.

They took your hospital, your classroom, your district office.

Now government is coming for them. And it should.

But let this also be the moment we fix how people get into government in the first place.

Recovering money is justice. Preventing the next fake paper is reform.

On the day one gets a new job, every public servant should know one thing: your qualification will be checked. For real. And if it’s fake, the bill will come due.
