In Kampala, power does not always come with sirens. Sometimes it comes with a post. Then a pickup.
Matthew Bagonza was reportedly taken from his home in Entebbe. He is not a small name. He heads the secretariat of the Presidential Advisory Committee on Exports and Industrial Development – PACEID. He is also the long-time aide and personal assistant to its chairman, Odrek Rwabwogo.
Hours before he was picked up, the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, described PACEID as an “illegal organisation” and said its members would face arrest over alleged corruption.
Then security operatives reportedly moved.
By publication time, there was no official statement. No confirmation of which agency holds him. No charge. No location disclosed.
This Is Bigger Than One Arrest
Let us be honest about what happened.
Odrek Rwabwogo is married to the President’s daughter. Gen. Muhoozi is the President’s son. Both men have built powerful platforms that orbit State House. One runs an export and industrial development agenda. The other commands the army and runs a massive political mobilization machine.
When one says the other’s organisation is illegal and its members should be arrested, and hours later that organisation’s engine room Bagonza is taken from his house, the country is not seeing an anti-corruption operation. The country is seeing a collision inside the first family.
And collisions inside the first family shake the whole state.
For The Ordinary Ugandan: Why This Hits Home
To the coffee farmer in Bugisu: PACEID came to you and said “add value, we will find you markets.” You dried your coffee better. You waited. Now the same body is being called illegal. So was your hope illegal too?
To the small exporter in Kikuubo: You paid to attend a PACEID export forum. You printed new packaging. You thought government was finally helping you sell outside. Now the headline is family fight and corruption. Who helps you?

For The Elite: Three Questions You Cannot Avoid
1. Is PACEID legal or not? Who decides?
PACEID has operated for years. Ministers have attended its meetings. It has hosted foreign buyers. It uses a presidential advisory title. It has offices, staff, letterheads.
If it is illegal, then who created an illegal entity inside State House? Who funded it? Who approved its budget? Who allowed it to sign MoUs with exporters?
You cannot declare illegality by social media. Illegality is declared by law, by a revocation instrument, by court. Otherwise, tomorrow anyone can call Operation Wealth Creation illegal and arrest its coordinators.
2. Is this anti-corruption or power play?
If there is corruption in PACEID, bring evidence.
Where is the money lost? Which contract was inflated? Which exporter paid a bribe? Let the IGG, Auditor General, or CID present a file.
Bagonza is the keeper of the files. If you arrest the keeper before you audit the books, you are not investigating corruption — you are controlling the narrative.
And there is a procedural problem. The CDF does not arrest civilians for alleged corruption. The UPDF Act and the Constitution are clear on roles. Corruption by a civilian body is handled by police and anti-corruption agencies. When the army becomes the enforcer for civilian trade matters, investors hear one message: the rules can change overnight.
3. Where is the President in all this?
This is the uncomfortable one.
Both centres of power derive from him. He appointed PACEID. He also appointed the CDF. When their teams clash in public, silence from the centre is not neutrality, it is permission.
Uganda has built a system where many outfits do similar work: PACEID, State House Investors Protection Unit, Operation Wealth Creation, Parish Development Model Secretariat. They overlap, they compete, they fight for budget and for the President’s ear. When they fight openly, the economy pays.
An exporter in Arua does not need three competing export units. He needs one that works.
The President needs to call both to order. Disagreements over trade and industry policy should be settled in Cabinet or State House boardroom, not with declarations and night pickups. Every time first family tensions spill into security action, the shilling feels it, the investor feels it, and the ordinary person loses hope.
Final Word
They will tell you this is about fighting corruption in PACEID.
Maybe it is. Maybe there is rot there. If there is, it must be cleaned.
But this did not start with an audit report. It started with a post that said “illegal organisation” and a threat of arrests. Then a man was taken from his home in Entebbe.
That sequence is not anti-corruption. That is power speaking.
And when power in one family speaks that loudly, the whole country is forced to listen in fear, not in confidence.
If PACEID is illegal, revoke it legally.
If Bagonza is corrupt, charge him legally.
If both are clean, protect them legally.
Let the law lead. Not the collision.
