Uganda’s most and least educated MPs named

Parliament Watch which monitors, reports and analyses proceedings of the Parliament of Uganda recently released research findings on the qualifications of Members of the 10th Parliament.

The findings were reached at in coordination with Centre for Policy Analysis (CEPA) an independent not-for-profit institution which monitors and reports on the business of Parliament of Uganda.

According to the findings only 10 out of the 398 MPs hold doctorate degrees, more than 30 do not have a first degree while three hold only A-level certificates. The minimum academic qualification of an MP is an A-level certificate or its equivalent.

16 percent are teachers, social workers make 12%, lawyers 9%, accountants 9%, administrators 8%, economists 5%, engineers 4%, journalists 3% and others 34%.

Most Educated

Half of the 10 MPs with doctorates degrees double as ministers. They are Mr John Chrysostom Muyingo (Bamunanika County), Ms Joyce Moriku Kaducu (Moyo District Woman MP), Ms Mary Goretti Kitutu (Manafwa District Woman MP), Prof Ephraim Kamuntu (Sheema South) and Eng Gabriel Aridru (Vurra County).

Other PhD holders are Mr Nyiira Zerubabel Mijumbi (Buruli County) Clement Kenneth Ongalo (Kalaki County), Nsaba Buturo (Bufumbira East), Prof Ogenga Latigo (Agago North), and Keefa Kiwanuka (Kiboga East).

The 10 MPs are the most educated in the national assembly where 147 MPs hold Masters degrees, 200 have Bachelors degrees while 28 hold diplomas and 13 MPs have only certificates as their highest academic credentials.

The least educated

Nelson Lufaafa (Butembe County) has Uganda Advanced Certificate of Education from Kololo SS.

Julius Opondo (Bujumba County) has Uganda Advanced Certificate of Education from Bishop Dunstan Nsubuga Memorial S.S and Jovrine Kaliisa (Ibanda District Woman MP) also has Uganda Advanced Certificate of Education from Buganda College, Wakiso.

They are the least educated legislators in the 10th Parliament.

Other popular MPs with Bachelors include;

Kakooza James [Kabula County] has a Certified Public Accountant [CPA] from Kenya. Nsubuga Simeo Muwanga [Kassanda County South] has a Bachelor Of Arts/Education and Masters Of Arts Human Rights from Masters Makerere University.

Ogwang Peter [Usuk County] has a Certificate in Social Work and Social Administration, Diploma in the same from Makerere Institute for Social Development and a Bachelor’s degree in Social Work and Social Administration from Victoria University.

Nansubuga Rosemary Seninde [Wakiso District Woman Representative] has a Teacher Education Certificate    from Lady Irene College, Certificate from Nisiet, India, Diploma in Teacher Education from Itek, Kyambogo, a Bachelor’s degree in Human Resource Management from Makerere University Business School and a Master’s degree in Ethics and Public Management from Makerere University.

Bafaki Tumwiine Gordon [Kazo County] has a Bachelors of Arts in Education from Makerere University.

Amoru Paul [Dokolo North County] has a Bachelors in Mass Communication from Uganda Christian University, Mukono.

Lokwang Hillary [Ik County] has a Diploma of Business Administration from Namasuba College of Commerce and a Bachelors of Public Administration from St. Lawrence University.

Wadri Ezati Kassiano [Arua Municipality] has Associate Bachelor of Democracy and Social Development, Master of Social Sector Planning and Management, Postgraduate Diploma in Public Administration and Management, Bachelor of Arts in Social Work and Social Administration.

Anite Evelyn [Koboko Municipality] has a Bachelor in Mass Communication from Uganda Christian University.

Ruhunda Alex [Fort Portal Municipality] has a Bachelors in Social Sciences (Political Science) from Makerere University and a Masters in Gender Development Studies Masters from Makerere University.

Amoding Monicah [Kumi Municipality] has a Bachelors in Social Sciences from Makerere University, Certificate in Feminist Leadership, Masters in Gender Studies from Makerere University and Bachelors of Law (Llb).

Nambeshe John Baptist [Manjiya County] has a Diploma (Lg Hr) from Uganda Martyrs University and a B.A Arts from Uganda Martyrs University.

Okot Ogong Felix [Dokolo South County] has a B.A in Economics and Geography        from Makerere University.

Acidiri James [Maracha East County] has a B.A Social Works and Social Administration from Makerere University and a    Masters of Arts Social Sector Planning and Management from Makerere University.

Tumuheirwe Turyamuhweza Fred [Rujumbura County] has a Certificate from Nkumba College of Commerce and a Bachelor’s Degree from Nkumba University.

Magyezi Raphael [Igara County West] has a Diploma in Religious Studies Diploma from Katigondo Seminary, Bachelors in Philosophy from Urban University, Rome, Diploma in Business Studies from National College Of Business Studies, Bachelors in Statistics from Makerere University, Certificate in Human Resource Management from Institute of Public Management, Masters in Economic Policy & Planning from Makerere University and a Diploma in Local Government Management from Kristiansand College, Norway.

Balyeku Moses Grace [Jinja Municipality] has a Bachelor of Education from Makerere University.

Jackson Kafuuzi (Kyaka South), has a Bachelor of Law from Makerere University and a Diploma in Legal Practice from Law Development Centre Kampala.

Doreen Amule (Amolatar District), has a Bachelors in Human Resource Management from Islamic University in Uganda, Certificate in Administrative Law from Law Development Centre and a Masters in Business Administration     from Nkumba University.

Ssekikubo Theodore [Lwemiyaga County] has a Bachelors in Social Sciences from Makerere University and a Masters in Public Administration and Management from Makerere University.

Nsereko Muhammad [Kampala Central Division] has a Diploma in Journalism Diploma, a Bachelor of Laws from Makerere University and Diploma in Bar Course from Law Development Centre.

Tinkasiimire Barnabas [Buyaga West County] has a Ba (SS) from Makerere University, a Masters in public administration from Makerere University, a Certificate from Pentecostal University and Post Graduate Diploma in Legal Practice.

Niwagaba Wilfred [Ndorwa County East] has a Bachelors Degree        from Makerere and Postgraduate from Law Development Centre, Kampala.

Speaker Kadaga Alitwala Rebecca [District Woman Representative] has a Bachelor of Laws Bachelors Degree Makerere University, Diploma in Legal Practice from LDC, Kampala and a    Masters in Women’s Law from the University of Zimbabwe.

Deputy speaker Oulanyah Lokori Jacob [Omoro County] has a Bachelors of Arts        from Makerere University, Bachelors of Laws from Makerere University and a Post Graduate Diploma in Legal Practice from Law Development Centre.

Otto Odonga [Aruu County] has a Ba(Ss) from Makerere University, M.A.Irds        Certificate  from Makerere University, Llb       Certificate from Uganda Christian University and an Advanced Diploma   from LDC.

Betty Nambooze Bakireke [Mukono Municipality] attended The Law Development Centre, Graduating with a Diploma in Law, in 1998. In 2010, She was awarded the Diploma in Development Studies by Uganda Martyrs University.

Ssemujju Ibrahim [Kira Municipality] has a Bachelor in Mass Communication from Makerere University.

Zaake Francis [Mityana Municipality has a Bachelors of Procurement & Logistics Management  from Ndejje University. Katumba [UPDF Representative] has a    Certificate in Agriculture        from Bukalasa Agriculture College, Msc in Strategic Leadership from Army War College and a Degree in International Relations & Diplomacy from Nkumba University.

Kyagulanyi Robert Ssentamu (Kyadondo East) has a Diploma in Music, Dance and Drama from Makerere University.
